Judy Sparks joined RCD in 2001 after spending 11 years in non-profit Substance Abuse and Homeless Services in Contra Costa County and was recently promoted to Director of Resident Services. Judy attended Diablo Valley College and holds a Certificate in Alcohol and Other Drug Studies. She previously worked for Bi-Bett as Director of East County Wollam House, a perinatal residential treatment program and at St. Vincent de Paul Society Contra Costa Council as the Director of Homeless Services. Judy has 10 years of experience managing public and grant funded contracts, program design and evaluation.
Judy’s personal experience with substance abuse, domestic violence and homelessness instilled a desire to give something back to the community. She began to volunteer in an alcohol detox center, while working towards a degree in Human services. After 14 years of working with homeless and at-risk populations and realizing the shortage of affordable housing, Judy is committed to advocating for affordable housing and to helping our tenants retain housing as they move towards self-sufficiency. Currently Judy chairs the Monument Community Partnership Housing , serves as Vice Chair of the Association of Housing and Homeless Service Providers and is a member of the Contra Costa County Continuum of Care Board on Homelessness.
Judy is special to HRI for her comittment to leadership development and supporting tenants as they become informed renters and members of their community. We have been honored to work in RCD properties with Judy, supporting the development of resident organizations and conducting workshops of housing rights and responsibilities.
