Jim has been general counsel for the San Francisco Redevelopment Agency since July 2003. From 2001-2003, he was the general counsel for the Corporation for Supportive Housing, a non-profit organization providing financial and technical assistance to developers of supportive housing for the homeless. From 1997-2001, he was Executive Director of the SF Redevelopment Agency. From 1979-1997, he was a staff attorney at the National Center for Youth law, a non-profit law group engaging in litigation, lobbying, and other advocacy for low income families with children. He specialized in fair housing litigation and worked on amendments to federal and state fair housing laws.
Many, including HRI staff, consider Jim to have been the ‘architect’ of the amendments to state and federal fair housing laws, shaping both the effort to get the laws passed and the letter and spirit of the laws themselves.
